Oversee (Payments Oversee) is software for management and maintenance companies, building committees and rental property managers. It brings collections and cheques, service calls and professionals, contracts, documents and reports into one system, on desktop and phone. Oversee is pre-launch, with launch planned for early 2027.

Three kinds of managers: management and maintenance companies that run many buildings and collect management fees, building committees that run their own building and collect committee dues, and rental property managers who run let flats for their owners and collect rent from tenants.

Oversee is made by Payments Core LTD of Hadera, which also makes Payments, an app for paying household bills. Oversee is the managers' system; Payments is the app where residents and tenants will pay. Both are pre-launch, with launch planned for early 2027. More about the team.

Building management software brings into one place what is run today in spreadsheets, WhatsApp groups and binders: billing and collection, residents and owners, service calls and suppliers, documents and reports. In Excel the same figure sits in several files and is updated by hand; in the software you enter it once, and every screen and report updates from it.

Committee software is about the building: committee dues, expenses, suppliers and faults in shared areas. Rental property management software is about the flats: leases, rent, tenants, owners, deposits and renewals. Oversee covers both in one system: buildings with their fees, and let flats with their rent, leases and deposits.

Yes, in two ways. The interactive tour "A day in Oversee" takes you through a working day in the system, on sample data, with no sign-up. At a demo meeting we show you the system around the buildings or properties you manage, and answer your questions.

Yes. The same system, with the same modules, runs on desktop and phone. At launch it will be a native system for desktop, iPhone and Android, fully compatible across devices, alongside an app for maintenance staff in the field, linked to the system.

Hebrew, English and Arabic. You switch the language in settings, and the interface runs right to left in Hebrew and Arabic. The language is set per device. PDFs the system produces, such as contracts, receipts and reports, come out in Hebrew.

A management and maintenance company runs the building for the committee and the flat owners under a management agreement: cleaning and gardening, lift and systems maintenance, faults and suppliers, collecting management fees and reporting to the committee. What exactly is included, and at what price, is set in each building's agreement.

Usually: the scope of services, the management fee and how it is updated, response times for faults, the repair amount allowed without approval, how often you report to the committee, insurance, the term and the notice period. Have a lawyer review it. In Oversee the agreement is kept in the building's document vault, with an alert before it expires.

Every building sits in one table by collection status: on track, watch or behind, with the worst at the top. A city or building filter applies to every screen. The home screen shows open calls, SLA compliance and open finance items, such as cheques not yet deposited and expenses awaiting approval.

From the building's data: a base fee, a rate per square metre of the flat, and additions for parking and storage, with a custom rate for any single flat. One billing run charges the month to every payer, with parking and storage on separate lines. For each flat you set whether the resident or the owner pays.

For each building you produce a building management report on your letterhead: income and expenses by category, the collection rate and debtors, repairs and handling times, suppliers and contracts. You pick the period and sections, and the report comes out as a PDF ready for the committee or the residents' meeting.

It's planned for launch: sync between your team's devices, role-based permissions, and an app of their own for your maintenance staff in the field, linked to the system. Already, you can list each maintenance manager with the buildings they cover, and when you assign a call, whoever covers that building is suggested.

Running let flats on behalf of their owners: finding tenants, leases, collecting rent, deposits and guarantees, repairs in the flat, renewals, and handing the flat over at move-in and move-out. The manager usually works under a management agreement with each owner, for a management fee.

Yes. Let flats are managed in the same system as buildings: rent for each flat, post-dated cheques, leases from your own template, deposits and bank guarantees, owners and their management agreements, repairs in the flat and move-out. You can see it in the rental property tour.

Usually the tenant pays the regular monthly committee dues, and the owner bears extraordinary costs such as renovating the building. The lease and the law set the details, and toward the building committee the obligation is the owner's. In Oversee you set, for each flat, who pays the building fees and who pays the rent.

Record each cheque with the month it covers, deposit it when due and follow up bounces; tenants usually give one per month. In Oversee a whole series is entered at once, each cheque earmarked to its month, with the deposit slip ready. A month fully covered by cheques isn't chased; payment is recorded when you mark a cheque cleared.

A deposit is money the tenant leaves with the landlord, returned at the lease's end less debts. A bank guarantee is the bank's promise to pay the landlord up to a set amount until expiry. The law limits security on residential leases; check the current rules. In Oversee a deposits report shows what you hold, and guarantees alert before expiry.

CPI linkage updates the rent by the change in the consumer price index since the lease's base index. The lease sets how often rent is updated and whether a falling index counts. In Oversee the monthly income report shows principal and CPI differential in separate columns, for leases with a recorded base index. The differential is reported, not billed.

Each owner has one profile: their flats, what they owe and what their flats owe, the lease status of each flat, and the management agreement. You produce the management agreement from a template on your letterhead, and it alerts you before it expires.

Check the flat against the move-in protocol, record the meters and keys, settle debts and return the deposit as the lease and the law require. In Oversee, ending a tenancy calculates open charges, the deposit applied and the refund or balance due before anything is saved; on your confirmation it closes the account and marks an emptied flat vacant.

A building committee (vaad bayit) is the representative body the flat owners elect at the general assembly of a condominium. It runs the common property: collects committee dues, pays suppliers such as cleaning and the lift, handles faults in shared areas and reports to the residents. Its powers come from the law, the bylaws and the assembly's decisions.

It depends on the building's size and the committee members' time. A self-managed committee saves the management fee, but collection, suppliers, faults and reporting fall on volunteers. A management and maintenance company does the work for a fee under an agreement, while the committee keeps representing the flat owners and oversees it. The general assembly usually decides.

Usually the running costs of the common property: cleaning, electricity and water for shared areas, lift service, gardening, insurance for the common property and routine repairs, sometimes with a reserve for larger repairs. Extraordinary costs, such as renovating the facade, are usually collected separately by decision of the general assembly.

By default the law splits costs by each flat's share in the common property, which usually follows floor area. The building's bylaws can set another split, such as an equal amount per flat. In Oversee each flat's dues are calculated from a base fee, a rate per square metre, parking and storage, with a custom rate per flat.

As a rule, yes. A flat owner in a condominium must share the costs of maintaining and managing the common property. In a let flat the lease usually passes the monthly payment to the tenant. A committee can take a debt to the Superintendent of Land Registration, who hears condominium disputes; get legal advice beforehand.

Usually: a conversation, a written reminder, then a formal demand letter, and possibly a payment plan. If the debt remains, legal action is possible, ideally after legal advice. In Oversee you see who hasn't paid, a WhatsApp reminder opens ready, you log calls and promises to pay, and a demand letter is ready to print.

Start from last year's actual spending by category: cleaning, the lift, electricity and water for shared areas, gardening, insurance and repairs. Add a reserve for unexpected repairs, and divide by the building's split method. In Oversee a budget by category can be filled from your average actual spending, and its usage bar turns red past 100%.

Usually: income and expenses for the period by category, collection and debts, repairs and their cost, supplier contracts and insurance, and a proposed budget. In Oversee a building management report brings income and expenses, the collection rate, debtors, repairs, suppliers and contracts for the period you choose into one PDF.

Yes. Every screen in Oversee works for a single building: who has paid this month, expenses with receipts, the budget, suppliers and contracts, faults and the report for the residents' meeting. You don't need a management company to use it, and you can see it in the tour for building committees.

Each payment is recorded once, by cash, bank transfer, cheque or a payment app, and updates the balance, collections and reports. By default it gets a numbered temporary receipt per building, with your logo. It is not a tax invoice or a tax receipt.

Not yet. A reminder opens in WhatsApp ready with the name, amount and month, and you press send. You can log every call and promise to pay in the activity log, with a follow-up date. Automatic reminders by text message, email and push: planned for launch.

A fixed sequence of steps for an unpaid debt, from gentle to firm: a reminder, a second reminder, a phone call, a formal letter and finally legal action, with time between the steps. In Oversee every resident sits on the ladder you set, on a board by stage with the largest debt at the top.

It's a legal question for your building or lease: late fees usually rest on the bylaws, an assembly decision or the agreement; check with a lawyer. In Oversee they're off by default. Once on, you set a fixed amount, a percentage or both, and a grace period, with a built-in cap; months covered by cheques are skipped.

Contact the payer for a replacement cheque or a transfer. In Oversee you mark the cheque "bounced" with the reason: what it recorded is reversed, your bounced-cheque fee is added to the account, a collection case opens for a resident who still owes, and the cheque stays tracked until a replacement for the same month is entered.

In the collections calculator you enter your buildings and flats, the monthly management fee or committee dues, your collection rate and weekly hours chasing payments, and get an estimate in money and working hours. It runs in your browser, your numbers aren't sent anywhere, and its ranges are broad assumptions, not customer results.

As a rule, repairs to the common property, such as the stairwell, lift, lobby and shared pipes, are the building's: the committee or the management company. A fault inside a flat is usually the owner's; in a let flat the law and the lease divide it with the tenant. For a leak between flats, start by finding the source.

You open a call on the building or on a specific flat. The system suggests the building's professional for that trade and sets a deadline by priority; on a flat it also fills in the flat's contact. When the work is done, you close the call with its cost and rate the professional.

An SLA is a commitment to response times by urgency, for example hours for an urgent fault and days for a routine one, usually set in the service agreement. In Oversee every call gets a deadline by priority (48, 24, 8 or 4 hours by default) and an alert as it nears. At launch, by push too.

When you close a call you rate the professional, and their profile builds a score from ratings, meeting deadlines and whether a return visit was needed, next to their call history and costs. When you assign a call, the best-rated are listed first, and the system suggests a professional for each call by building and trade.

When you close a call with its final cost, it is booked as a building expense, linked to the call and the professional, and attaching the receipt marks it paid. When you pick a professional for a call, you see what you still owe them. Paying professionals from the system: at launch.

Regular services and checks that prevent faults: lift service, cleaning, pest control, gardening and checks of pumps and systems. Lifts, for example, need periodic inspection by law. In Oversee you set each routine's frequency, professional and checklist, and the visits appear on the maintenance calendar next to the calls.

A building management report for each building, and a reports studio with seven kinds: account statement (per tenant, building or company), monthly income report with CPI linkage, collateral report, deposits report, handover shortfalls report, and move-in and move-out protocols. Studio reports export to PDF, and all but the protocols to Excel too.

Yes. You upload a logo, pick colours and set a name and contact details, and they head your reports, contracts, demand letters, call summaries and deposit slips. Receipts carry your logo too.

Usually: the bylaws and meeting minutes, the insurance policy, supplier contracts such as cleaning and the lift, permits and inspection certificates. In Oversee they go in the building's document vault, and a document with an end date raises a weekly alert from 60 days before it expires. They also appear in the building report.

A lease is produced from the built-in template or your own, with the parties, flat, dates, rent and deposit, as a PDF on your letterhead. It is saved with its end date, and a weekly alert starts 60 days before (adjustable). Bank guarantees alert from 30 days. E-signature: planned for launch.

A document recording the flat's condition at move-in and move-out: meter readings, keys, general condition and defects, signed by both sides. In Oversee move-in and move-out protocols come out as a PDF, a page per flat, with lines to fill in and sign, and the move-out protocol includes the final account.

Yes. Payment demands, warning letters, eviction notices and notices of legal proceedings are produced on your letterhead, for one debtor, every debtor in a building, or a building's residents at a given collection stage. The letters are ready to print or share, and it's worth having a lawyer approve the wording.

We do the move with you: resident lists are imported from an Excel file, building by building, and the buildings, rates and open balances are set up with you during onboarding. Day-to-day collection carries on as usual while you switch.

Our target is days, not months. After the demo meeting we build an onboarding plan and timeline with you, based on the number of buildings and flats, and you can start with one building and expand from there.

It's planned for launch: Oversee will come with Payments, our payment app for residents and tenants, where they'll pay by credit card too, through a PCI-DSS compliant clearing provider, with each payment going straight into collections in Oversee. Anyone paying by transfer, cheque or cash carries on as usual, and you record the payment.

Passwords are stored hashed, two-factor authentication is built in, and switching profiles can be locked by PIN or biometrics. Sign-ins, password changes and data exports go to a hash-chained log with an integrity check. Role-based permissions and end-to-end encrypted resident conversations: planned for launch. Card payments will go through a PCI-DSS clearing provider; Oversee won't store card numbers.

No. Oversee runs the billing, collection, expenses and reports of your buildings and properties, and issues a numbered temporary receipt for recorded payments. Tax invoices and bookkeeping happen outside Oversee, and account statements and income reports export to Excel to pass to an accountant.
